Session state and user authorization don't work on IE7 and IE8

Symptoms:
Advanced Topics/Security doesn't authorize user; it bounces back to
login page all the time.
Advanced Topics/State demo increments session state counter only to
'2', and resets it on page reload.

Issue is caused by IE7/IE8 not saving session cookies. Currently, it seems that the issue affects IEs on computers at my workplace (at least two external users did not report any problems), and it can be fixed by extending cookie expire-time to a period significantly longer than the default 20 minutes (like 2 days).
